About VOA

A Namibian-led platform that builds Africa

Voice of Africa Investment Holdings is a Namibian-led project-development and investment-preparation platform founded by Mr José Mario Mathews and Dr Simon Idris Beshir. VOA originates, structures and prepares nationally significant projects in healthcare, manufacturing, industrial gases, water security and strategic infrastructure.

Who we are

Project developer, not broker

VOA is a Namibian-registered private holding company incorporated in Windhoek in 2022. It is not a broker, tender agent or passive adviser. It is a project-development platform that takes responsibility for moving selected projects from concept to feasibility, structure, partner alignment, investor-readiness and, where appropriate, co-ownership.

VOA holds each project through a dedicated, ring-fenced special-purpose vehicle (SPV) beneath the holding structure — isolating risk and giving investors a clean, single-asset entry point. Independent vehicles, one coherent strategy.

Vision

A prosperous, industrialised and self-reliant Namibia — and a continent that builds its own future.

Mission

To originate, structure, de-risk and co-sponsor bankable projects that advance Namibia's development priorities, connecting local opportunity with institutional, sovereign, strategic and development-finance capital.

"We don't build for Africa. We build Africa."

Operating philosophy

Our Values

National purpose

Every project must advance Namibia's development agenda and create lasting domestic value, jobs and capability.

Bankable rigour

We hold our work to the diligence standards of DFIs and sovereign investors — evidence and discipline over hype.

Local ownership

We structure for Namibian participation and skills transfer, not extraction. Capability stays in the country.

Technical truth

Sponsor-level estimates are labelled as such; we flag what still requires verification rather than overstate certainty.

Transparent partnership

Lawful, documented engagement with investors, partners and the state.

Long-term stewardship

We co-own and stay through delivery and operations — not just to signature.

Compliance & integrity

Anti-bribery, AML/KYC and conflict-of-interest discipline at every stage.

Development impact

Jobs, skills, import substitution, resilience and measurable national benefit.
