A Namibian-led platform that builds Africa
Voice of Africa Investment Holdings is a Namibian-led project-development and investment-preparation platform founded by Mr José Mario Mathews and Dr Simon Idris Beshir. VOA originates, structures and prepares nationally significant projects in healthcare, manufacturing, industrial gases, water security and strategic infrastructure.
Who we are
Project developer, not broker
VOA is a Namibian-registered private holding company incorporated in Windhoek in 2022. It is not a broker, tender agent or passive adviser. It is a project-development platform that takes responsibility for moving selected projects from concept to feasibility, structure, partner alignment, investor-readiness and, where appropriate, co-ownership.
VOA holds each project through a dedicated, ring-fenced special-purpose vehicle (SPV) beneath the holding structure — isolating risk and giving investors a clean, single-asset entry point. Independent vehicles, one coherent strategy.

Business leader and operational architect of the group, responsible for partnerships, project delivery, stakeholder coordination and implementation strategy.

Dr Simon Idris Beshir
Co-Founder, Director — Healthcare & Medical Advisory
Consultant interventional cardiologist (FESC, FRCP Glasg, FACC) and healthcare project developer, responsible for the Health & Life Sciences pillar and clinical strategy. Head of Adult Cardiac Services at Sacred Heart Centre and clinical leader behind Namibia's first TAVI.
